Profile of institutions of higher Education

There are twenty institutions of higher education in Rwanda of which six are public and fourteen private. The first university in Rwanda was National University of Rwanda (NUR) which was opened by the government in 1963 with 49 students.

Legal Education in Rwanda
Law in Rwanda requires one to have completed Advanced Level of Education and passed highly. The Law degree is a four year course taught at the National University of Rwanda. The subjects include criminal law, civil law, constitutional law, comparative law, administrative law, public international law, commercial law, international humanitarian law, environmental law, intellectual property rights and international development law.

Higher Learning Institutions
Higher education is delivered by the institutions of higher education. Higher education institutions are responsible for the delivery of higher education, research, innovation and knowledge transfer in accordance with this policy.

National Council for Higher Education
The National Council for Higher Education is responsible for advising the Minister in charge of Higher Education on all matters relating to the accreditation of higher education institutions. It is also responsible for monitoring and evaluating the quality, standard, ensuring the quality and enhancement of teaching and research.

National policy governing higher education
The Education Sector Policy (ESP) (MINEDUC-ESP, 1998) is considered as the first instrumental policy that was used in addressing education system matters during the four years of the emergence period. The implementation of this policy guideline brought the system back to an operational level and out of crisis.

Law governing higher education
The law that governs higher education emerged as part of national rebuilding efforts in Rwanda (OGRR, 2006). It acts as a tool for planning for more developmental and sustainable long term goals in the higher institutions.
