Burundi Legislature
The Burundi Legislature is an important division of the Burundi government that is based on the bicameral system comprising of the Senate and the National Assembly.
The Senate
The Senate is the upper chamber of Parliament in Burundi. It consists of no fewer than 37 and no more than 54 members who serve 5-year terms.
Two Senators are chosen by electoral colleges of communal councilors from each of the 17 provinces of Burundi. Three Senators represent the Twa ethnic group and additional members may be co-opted to meet the 30% gender representation quota for women. Former heads of state automatically become Senators.
The National Assembly
The National Assembly is the lower chamber of Parliament in Burundi. It consists of 100 directly elected members (or deputies) and between 18 to 21 co-opted members who serve five-year terms.
Deputies are elected in 17 multi-member constituencies using a party-list proportional representation system in accordance with the d’Hondt method. Political parties and lists of independent candidates must receive over 2% of the vote nationally to gain representation in the National Assembly.
Burundi Council of Ministers
The Burundi Council of Ministers is elected by the President. The Burundi government comprises of twenty members who are known as the Burundi Council of Ministers. The executive branch of the government consists of the president, vice-president and the council of ministers. According to the new 2005 constitution, Hutus must occupy sixty percent of the seats and the Tutsis a total of forty percent, addition, three co-opted members represent the Twa ethnic group.
The parliament of Burundi has thirteen men as council of ministers among which nine are Hutus and four Tutsis. There are also seven women in the Council of Ministers of the Burundi parliament. Among the women ministers, two are Hutus and five are Tutsis. It is a rule in the Burundi parliament that thirty percent of the seats should be reserved for women candidates.
